The former Patricia Jane Pinney was born on Friday the 13th of April, 1928, in Clinton, Iowa, to Margaret Carney Pinney and Byron Russell Pinney. She attended Ferry Hall prep school and Rockford College, and graduated with a BA in Elementary Education from University of Iowa. She married Louis Croft Arp, Jr., on August 12, 1950, and worked as a kindergarten teacher prior to becoming a full time mother, wife and community advocate.
Patricia was a volunteer, active in the arts and philanthropy. She worked for meals on wheels, church committees, and charitable fundraisers, and was a supporter of the Quad City Botanical Center, Putnam Museum, Chapter HB of PEO Sisterhood, Carolyn Getz Circle of Kings Daughters, and Quad City Garden Club. She was an honorary director of the Quad City Symphony and a director of Pinney Printing Company. Formerly, she served as a Colonial Dame, as past president of the Rock Island County Medical Society Auxiliary and volunteered for the Rock Island County Historical Society. She was a founding member of the Southpark Tennis Club, where she played in a league for over 30 years, and enjoyed golfing.
She loved her family, supported the endeavors of her children, and coordinated frequent family get-togethers. She tolerated and supported the adoption of numerous family pets including raccoons, an arctic ground squirrel, horses, a pony, gerbils, hamsters, cats and numerous hunting dogs. She loved cooking and gardening, and enjoyed wintering in Naples, Florida, with family and friends. Patricia celebrated the positive aspects of everyday living and taught those around her to "maximize the potential" of every moment. She believed in opportunity but never taking advantage of others. She was always helpful to those in need. In recent years she was attended to by family friend Sherry Reynolds.
Survivors include her children and spouses, Gretchen and Dr. Andrew G. Higgins of Morrison, Colorado, Louis and Laurie Arp of Raleigh, North Carolina, Molly Arp Newell and Michael J. Newell of Davenport, and Charles Pinney Arp of Moline; grandchildren Patricia and David Schwark, PhD, of Windsor, Colorado, Andrew Louis Higgins of Austin, Texas, Allison Patricia Arp of Rochester, New York, Kelsey Elizabeth Arp of Raleigh, and April Eleanor Newell of Boston, Massachusetts; siblings and spouses, Margo Pinney Norris and Rollin Norris of Detroit, Michigan, and John Byron Pinney and Lyn Marsteller of Cincinnati Ohio.
